Economic Development Lead

Full Time

Fixed Term Contract - 2 years

A fantastic opportunity has arisen to join a progressive local authority to capitalise on emerging regeneration opportunities to generate economic growth. Wirral Council is seeking to recruit an Economic Development Lead to be at the forefront of shaping and delivering a Maritime Innovation and Growth Project for the Liverpool City Region. Wirral has established clear ambitions; with multi-million pound physical regeneration, employment and investment programmes, you will be joining a high profile, key priority service.

This Council's role in this project is to coordinate the activities of several established and experienced delivery partners aiming to build cluster capacity, facilitating wider engagement of the sector, and initiating test and trial accelerated innovation activities to address the key technology challenges facing maritime growth. This project is a pilot for anticipated activities planned for a new Maritime Knowledge Hub facility in Wirral, scheduled to launch in 2023, enhancing the wider Liverpool City Region Innovation Ecosystem.

As the Economic Development Lead, you will be the Council and funders principal contact for this project, designing, delivering, managing and reviewing all project compliance systems on behalf of the Council and project delivery partners. You will represent the Council in any relevant partnerships to communicate activities and progress and will prepare all necessary reports, oversee performance and negotiate change management between delivery partners and funders throughout the project lifetime. You will also support the Council in driving growth and innovation for this priority sector and maximise opportunities for future initiatives which support this aim.

This pilot project and post is funded by European Regional Development Fund and the Liverpool City Region Strategic Investment Fund and is currently time limited to the end of June 2023. You will ensure the Council and delivery partners deliver planned activities and outputs on schedule and in full compliance with funders requirements.

We are seeking an experienced, dynamic and commercially aware economic development professional. You will join a high performing and focussed team, working with a range of project delivery partners across the public and private sectors to develop and deliver a complex and transformational economic growth initiative for the maritime sector.

The ideal candidate will have a broad range of economic development and project management skills and a proven ability to work at pace, motivate partners, and deliver results. We are particularly interested to hear from you if you have specific experience in driving sector led growth and innovation, and a track record in managing complex projects within an externally funded compliance framework.

For an informal discussion about this role, please contact Helen Carney: helencarney@wirral.gov.uk
