Wirral Council is seeking a dynamic and enthusiastic Democracy Business Manager to lead the Committee Services Team and provide support to the Head of Democratic and Member Services in the wider management of the Service.

You will have a key role in facilitating local democracy by managing the work of Council Committees and associated Working Groups and Task & Finish Groups. You will also contribute to the council's scrutiny function by supporting elected members to carry out reviews of local services, recommending improvements in service delivery and developments in council policy.


You will support the Head of Service in:


  •  providing strategic direction and continued service improvements

  • the development of and maintenance of effective links with other Council Services and external partners

  • risk management, emergency planning and business continuity for Democratic and Member Services

  • the development and delivery of service and project plans in line with the Council Plan and Corporate Service Plan


We are looking for candidates with experience of working with Members in a formal Committee setting and  providing high level decision making and Constitutional advice to Members and Senior Officers. You will have excellent project management skills, budget management experience, a high level of political awareness and experience of policy development.


This post is politically restricted at Sensitive level.

This position will initially, in line with current government guidance be based from home.  In future, the Council will be moving to a hybrid of working arrangements for many of our roles with a combination of homeworking, office and site working as required.
